Data governance is the operating framework around a dataset: ownership, access, retention, classification, and the evidence that the stated rules were actually followed. It becomes visible at exactly the wrong moments - a due-diligence questionnaire, a regulatory question, an incident - which is why it is built before it is needed rather than assembled afterward.
For data that is bought rather than produced, governance and data licensing meet: a firm has to show not only that a dataset was licensed for the use it was put to, but that it can trace an output back to the input behind it. That traceability is what data lineage provides at the system level and provenance provides per record. A vendor that can supply both turns a compliance review into paperwork instead of an investigation.
